Parliament is now considering two competing approaches to online gambling. But neither has produced a licensing framework.

A private members’ bill, 2026/009, was put forward on 20 January by 23 deputies and referred to the General Legislation Committee on 29 January. It would amend the 1974 decree-law to prohibit all online gambling and require internet and payment providers to block it.

MP Yasser Gourari, one of the deputies promoting the measure, told Diwan FM that the bill provides for fines of MAD10,000 to MAD500,000 and prison terms of one to five years. Penalties rise where there is recidivism, involvement of minors or suspicion of money laundering.

Large and demanding portfolios were highlighted as a key challenge, with 64% of managers overseeing 100 or more VIPs, while one in five managed more than 500. 

The report highlighted the intense workload by estimating that a manager looking after 250 players would have roughly 100 seconds to commit to each player each day if their time was split equally. Data quality and fragmentation were also issues. 

Grygorenko emphasised that prioritisation was the key to adapting these portfolio sizes.

Great Britain’s gambling industry generated £17.5 billion ($23.4 billion) in gross gambling yield (GGY) during FY2026, a 4.4% increase from the previous year.

Excluding lotteries, the Gambling Commission reported that GGY rose 4.7% to £13.2 billion ($17.7 billion) between April 2025 and March 2026.

Growth was strongest online, where remote casino, betting, and bingo GGY climbed 6.9% to £8.3 billion ($11.1 billion), compared with a modest 1.1% increase across land-based sectors.
